Благодійна організація «Благодійний фонд «Здоров’я жінки і планування сім’ї» (далі – «Організатор конкурсу») є провідною недержавною професійною організацією, яка у співпраці з державними партнерами та громадськими організаціями працює для  протидії та профілактики неінфекційних захворювань в Україні шляхом надання технічної підтримки відповідних програм, що впроваджуються по всій території України.

Інформація про проєкт, в рамках якого оголошено конкурс

Чотирирічний проєкт «Скорочення поширеності факторів ризику неінфекційних захворювань (НІЗ) в Україні», що має на меті зниження рівня захворюваності та смертності, спричинених неінфекційними захворюваннями (НІЗ), розпочався у листопаді 2020 року. Реалізація запланованих заходів відбувається у тісній співпраці з багатьма партнерами як на національному, так і на регіональному рівні, зокрема, у 5 пілотних областях України (Дніпропетровській, Львівській, Полтавській, Рівненській та Херсонській).

Проєкт впроваджує «Джі Еф Ей Консалтинг Груп ГмбХ» (GFA Consulting Group GmbH)», Німеччина, спільно з Університетськими клініками Женеви та українськими партнерами - БФ «Здоров’я жінки і планування сім’ї» та ТОВ «ВАН ХЕЛС», за фінансової підтримки Швейцарської Агенції з розвитку та співробітництва Міністерства закордонних справ Швейцарії.

Діяльність проєкту зосереджена на таких основних напрямках:

1) підготовка проєктів нормативно-правових актів, що сприятимуть профілактиці та контролю НІЗ;

2)  посилення спроможності громад у створенні сервісів для вразливих груп насмедичелення;

3) посилення потенціалу закладів охорони здоров’я, центрів контролю та профілактики хвороб, закладів загальної середньої освіти та громад у реалізації заходів, що мають на меті зменшити ризики НІЗ, змінити поведінку, покращити знання, ставлення та практики щодо НІЗ серед населення України.

As part of the Swiss Cooperation Program for 2023 – 2025 in Ukraine, the Swiss Agency for Development and Cooperation (SDC) is supporting the four-year project "Reducing Risk Factors for NCDs," implemented by GFA Consulting Group https://www.gfa-group.de University Hospitals of Geneva (HUG) https://www.hug.ch/en Woman Health and Family Planning (WHFP) http://old.womanhealth.org.ua/en and OneHealth https://www.onehealth.com.ua This project aims to provide the Ukrainian population with more equitable and sustainable access to quality and affordable primary healthcare services, with a particular focus on disease prevention and health promotion to encourage healthier lifestyles. Capacity development efforts will be conducted at both national and regional levels, targeting seven regions: Lviv, Dnipropetrovs'k, Poltava, Rivne, Kherson, Cherkasy and Khmelnytskyi.

The overarching goal of the project is to reduce the risk factors, morbidity, and mortality associated with non-communicable diseases (NCDs) among Ukrainians. To achieve this, the project will implement various policy and community-level interventions designed to reduce alcohol and tobacco consumption, promote physical activity and balanced nutrition, and raise public awareness about the risks of being overweight. Job Summary: We are seeking a dedicated and experienced Senior Nurse to join our Act4Health project in Ukraine. The successful candidate will play a crucial role, in strong collaboration with the NCD Management coordinator, in orienting and providing technical support to the various nursing activities included in the Act4Health project. The ideal candidate will possess practical experience and knowledge in the management of non-communicable diseases in primary health care, proven management and leadership skills and a well-developed network in nursing care within the country. This position requires strong leadership skills, extensive nursing experience, and a commitment to patient-centered care.

Together with the NCD management coordinator, the role requires the senior nurse to participate in ensuring the effective delivery of health care services by the PHC, Medical Mobile Outreach Teams and Home-Based Care team across target regions. This collaborative effort is vital for delivering comprehensive and continuous care, ensuring that patients receive timely and appropriate interventions, thereby enhancing the efficiency and effectiveness of our health services.

The candidate will need to support strong, trusting relationships with patients to effectively manage their health and wellness over the long term, A patient-centered approach is essential to provide personalized care that respects the dignity and preferences of each individual in all supported health facilities.

Key Responsibilities:

1. Nursing care advisory role:
   • Ensure compliance with the Ukrainian and international healthcare regulations, standards, and policies linked to nursing care.
   • Maintain regular contacts with core nursing stakeholders in Ukraine and abroad.
   • Keep updated on key international and local nursing care and NCD developments.
   • Inform the teams of such developments regularly and support their integration within the project’s activities.
   • Collaborate with the international nurse and other specialists from the Geneva University Hospitals to discuss best practices and share with the project teams
   • Engage and collaborate with other SDC-funded projects such as MH4U, WHO and Medical Education Development (MED) to exchange practices, align activities and benefit from the different expertise
   • Collaborate with MoH, Ministry of Education, Ukraine Public Health Centre and regional CDC as well as nursing colleges.
2. Nursing care and project activities :
   • In collaboration with the NCD management coordinator, plan and organize comprehensive nursing care training for nurses from Medical Mobile Teams, Home-based Care, primary health care settings and schools.
3. In collaboration with the NCD management coordinator, support the PHC, Medical Mobile and Home-Based Care teams through dedicated coaching and on-the-job training sessions in order to improve medical assessments, history taking, physical examinations, diagnostic testing, patient education and health promotion for patients and the community.

2. Support the nurses working in the various project activities with the development of their activities (assessing, planning, implementing, and evaluating individualized patient care plans, developing prevention and health promotion activities, setting-up health education and counselling to patients and their families, etc).
3. Together with the NCD management coordinator, engage with doctors, nurses and other specialists to support the organization of PHC activities and promote a clear sharing of tasks to increase NCD management efficiency, while staying in line with national regulations.
4. Support and discuss complicated cases of NCDs with nurses and doctors in order to support continuous improvement of the project activities and develop lessons learned. Support the teams in the use of telemedicine and chat-bots to enhance access to healthcare services, allowing specialists to support the monitoring and management patients effectively from a distance.
5. Leadership and Management:
6. Provide technical supervision, mentoring, and support for the various outcomes’ teams regarding the aspects linked to nursing care within the project.
7. In collaboration with the NCD management coordinator, conduct regular interprofessional team meetings and guide best practices in nursing care.
8. Participate in the recruitment, training, and evaluation of nursing staff.
9. Manage and coordinate staff schedules  in cooperation with the NCD management coordinator to ensure adequate coverage of activities.
10. Review the performance of nurses from the supported PHCs, Medical Mobile and Home-Based Care teams and develop a plan for continued professional development in relation to NCD management.
11. Work with Project training Coordinator and support nursing teams from outcome 3 and 4 as well as other training activities that include nursing aspects.
12. Quality Improvement and patient safety:
    • Support the monitoring of nursing indicators linked to the project activities and, together with the NCD management coordinator, lead the quality improvement initiatives to enhance patient care outcomes.
    • Monitor and evaluate the effectiveness of nursing practices and protocols.
    • Collaborate with other Med Education Programs and Institutions to develop and implement clinical guidelines and standards for nursing in Ukraine.
    • Promote a culture of safety and ensure adherence to infection control protocols.
    • Identify and address potential risks and safety concerns in the clinical environment.
    • In collaboration with the NCD management coordinator and technical advisors in HUG, conduct incident investigations with the project teams and support the implementation of corrective actions as needed.
13. Collaboration and Communication:
    • Work closely with physicians, specialists, and other healthcare providers to coordinate patient care.
    • Maintain clear and effective communication with outcome coordinators and other team members.
    • Participate in interdisciplinary team meetings and case conferences.
    • Communicate with all members of each team in a timely manner regarding administrative duties, messages received, appointments, liaising within the team and between the service and other services if required
    • Provide clear and accurate communication between different teams to aid smooth running of service delivery, as safely and efficiently as possible.
    • Communicate effectively and maintain good relationships with medical, social, and other professionals.
14. Administrative Duties:
    • Maintain accurate and up-to-date nursing care Key Performance Indicators and support the team in achieving them.
    • In collaboration with the NCD management coordinator, participate in budget planning and resource allocation for the nursing activities within the project.
    • Prepare reports and presentations linked to the nursing care activities for senior management and stakeholders.

Qualifications:

• Bachelor’s degree in Nursing or Master’s degree in Medicine/Pediatrics with spezialisation in "General Practice - Family Medicine" (internship, specialization courses) is required;
• Master’s degree in Nursing Sciences (MSN), Master’s degree in Public Health or related field is considered an advantage.
• Minimum of 5-7 years of nursing experience, with at least 3 years in a primary health care or community health setting and knowledge of non-communicable disease.
• Proven leadership and supervisory experience, experience in training of nursing staff.
• Strong prevention, promotion and clinical skills, and knowledge of primary health care practices.
• Excellent communication, interpersonal, and organizational skills.

The Training Coordinator for the Non-Communicable Diseases (NCD) Project, Ac4Health will be responsible for planning, implementing, and evaluating training programs designed to improve the knowledge and skills of healthcare professionals and community health workers in the prevention, management, and treatment of non-communicable diseases. The Training Coordinator will work closely with the project team, local health authorities, and partner organizations to ensure that training initiatives align with project goals and health system needs.

Key Responsibilities:

• Training Program Development:
  • Design and develop comprehensive training curricula and materials on non-communicable diseases, tailored to the needs of different target audiences, including healthcare providers, community health workers, and patients.
  • Support the Ukraine Public Health Centre (UPHC) in organizing and scaling up training modules developed by the project.
  • Collaborate with subject matter experts to ensure training content is accurate, up-to-date, and relevant to current NCD management practices.
  • Customize training programs to address the specific needs of the local population and healthcare system.
  • Work in close collaboration with HUG (Geneva University Hospitals) to organise training and webinars for staff from Primary Health Care staff.
  • Support Home Based Care training module development in collaboration with Health and Social Care experts.
  • Support and expand the PEN protocol training program project already started with a focus on task sharing between the doctors and nurses.
  • Ensure all training modules developed are digitalized and available for all health professionals on the NCD platform.
  • Ensure all health staff from the NCD Continuum Care Center are trained and have access to all resources related to management of NCDs.
• Training Delivery:
  • Organize and facilitate training sessions, workshops, and seminars for healthcare professionals and community health workers.
  • Utilize various training methods, including in-person sessions, e-learning platforms, and blended learning approaches, to maximize knowledge retention and application.
  • Coordinate with logistics teams to ensure that training venues, materials, and resources are adequately prepared and available.
  • Ensure training sessions support the Continuing Professional Development (CPD) of participating personnel by aligning content with professional growth requirements and career advancement opportunities.
• Monitoring and Evaluation:
  • Develop and implement monitoring and evaluation tools to assess the effectiveness of training programs.
  • Collect and analyze data on training outcomes, including participant feedback, knowledge improvement, and changes in practice.

Очікуваний термін надання послуг: 27 січня – 24 лютого 2025 року.

Основні завдання з розробки професійної платформи:

• внести зміни до структури платформи та покращити її адаптивність, відповідно до ТЗ;
• перемалювати деякі графічні елементи на платформі;
• доповнити платформу матеріалами, наданими Замовником;
• забезпечити технічний супровід платформи.

Умови участі у тендері

До участі у тендері запрошуємо як юридичних осіб, так і фізичних осіб-підприємців, які готові надати послуги, відповідно до Технічного завдання (Додаток 1).

Виконавець, який має намір взяти участь у тендері, повинен до 24 січня (включно) надіслати на електронну адресу Anzhelika.Maznova@gfa-group.de тендерні документи, вказавши у темі листа «Тендер на доопрацювання платформи».  

Тендерні документи мають включати:

1. Інформацію про Виконавця (назва та адреса Виконавця; ПІБ, посада, номер телефону, адреса електронної пошти співробітника, відповідального за надання документації).
2. Тендерну пропозицію, що включає усі завдання, прописані у Технічному завданні, та їхню вартість.
3. Референси: посилання на розроблені веб-сайти або інші веб-продукти.
4. Копію реєстраційних документів Виконавця.
5. Лист-підтвердження про відсутність обставин та діяльності, що можуть збути перешкодою для виконання завдань (за шаблоном, наданим у Додатку 2 до Технічного завдання).

Благодійна організація «Благодійний фонд «Здоров’я жінки і планування сім’ї» оголошує тендер на відбір постачальника для надання послуг з логістичного забезпечення заходів в рамках проєктів, що реалізуються Благодійним Фондом "Здоров'я жінки і планування сім’ї"

Склад тендерної документації  – дане оголошення.

Благодійна організація «Благодійний фонд «Здоров’я жінки і планування сім’ї» є провідною недержавною професійною організацією, яка у співпраці з державними партнерами та громадськими організаціями працює для підтримки громадського, сексуального та репродуктивного здоров’я, профілактики неінфекційних захворювань в Україні шляхом надання технічної підтримки відповідних програм, що впроваджуються по всій території України.

Очікуваний термін надання послуг: січень 2025 – грудень 2025 р.  

Надання послуг з матеріально-технічного супроводу заходів на території України, що проводяться  БО «Благодійний фонд «Здоров’я жінки і планування сім’ї» (далі – Замовник) , має обов’язково включати в себе наступне:

• Підбір та підготовка місця проведення заходів відповідно до потреб Замовника, надання за запитом Замовника фото приміщень, де буде проводитись тренінг. Обов’язковою умовою при відборі місця проведення заходів є наявність укриття.
• Комунікація з учасниками, тренерами, координаторами (телефон/факс/пошта/e-mail):
• здійснення 2 дзвінків учасникам, перший – за 10 (десять) календарних днів до проведення тренінгу, з метою визначення потреби у транспортуванні, харчуванні та поселення учасників, другий – за 2 (два) календарні дні до проведення тренінгу, з метою визначення деталей забезпечення трансферу учасникам;
• за 5 (п’ять) календарних днів інформування ел. поштою учасників про місце проведення тренінгу, забезпечення учасників трансфером або опис шляхів відшкодування проїзду, проживання/харчування;
• комунікація з координаторами з питань організації тренінгу;
• зміна схеми комунікації з учасниками відбувається за запитом Замовника або з погодження Замовника.
• Щоденний супровід заходу менеджером агенції:
• забезпечення придатності конференц-зали до проведення заходу відповідно до вимог Замовника, розстановка стільців/столів та іншого обладнання;
• забезпечення умов проживання в готелі відповідно до вимог Замовника: кондиціонування, опалення, санітарно-гігієнічні умови;
• організація поселення учасників відповідно до запланованого графіку заїзду;
• реєстрація учасників (за необхідності щоденна);
• коригування кількості порцій харчування у відповідності змінам на заході.
• Транспортні послуги:
• логістика проїзду учасників;
• організація відшкодування проїзду учасникам заходів, відповідно до правил відшкодування проїзду Замовника.
• Матеріальне забезпечення:
• закупівля канцелярських товарів за необхідності;
• друк роздаткових матеріалів за необхідності;
• забір матеріалів з офісу Замовника та доставка до місця проведення заходу;
• зберігання роздаткових матеріалів на складі виконавця (за потреби) та фасування їх з подальшою відправкою на заходи (за запитом Замовника).
• Замовлення інших додаткових послуг для заходу.

Під заходами розуміються: тренінги, робочі зустрічі, стратегічні сесії та інші заходи тривалістю від 1 до 5 днів, або більше (за запитом Замовника) за участю цільових груп, проведення яких направлено на виконання завдань в межах реалізації проєкту.

Географія замовлень: територія України, за запитом Замовника.

Важливо!
Обслуговування заходу може включати в себе як максимальний (замовлення проживання, харчування, трансферу/відшкодування проїзду, комунікація з учасниками, збір матеріалів, присутність на заході) так і мінімальний пакет послуг (наприклад, тільки комунікація з учасниками та організація харчування, або тільки комунікація з учасниками та організація проживання або трансфер – за запитом Замовника).

Порядок надання послуг:

• для замовлення кожного окремого заходу Замовник  надає виконавцю заявку, яка складається у довільній формі та містить специфікацію послуг (зокрема, їх обсяг, асортимент, строки виконання). Така заявка подається, як правило, за 2-4 тижні до дати початку заходу;
• виконавець у свою чергу протягом 2 (двох) робочих днів надає Замовнику складений у відповідності до заявки кошторис. Замовник  погоджує такий кошторис, не пізніше ніж за 10 (десять) календарних днів до дати проведення заходу;
• у разі збільшення або зменшення фактичної вартості наданих послуг, відповідний кошторис, після погодження витрат Замовником, додається до акту прийому - передачі наданих послуг;
• Замовник залишає за собою право вимагати від постачальника первинну документацію по кожному окремому заходу для перевірки калькуляції затрат, що мають бути належним чином оформлені (з відповідними печатками та підписами, наприклад, банківська виписка з відмітками банку тощо);
• акт прийому-передачі наданих послуг розглядається  не більше 5 (п’яти) банківських днів з моменту отримання його від виконавця. БО «Благодійний фонд «Здоров’я жінки і планування сім’ї»  надає виконавцю підписаний акт прийому-передачі наданих послуг або мотивовану відмову від  їх прийняття;
• зобов’язання виконавця вважаються виконаними у разі підписання уповноваженими представниками Сторін акту прийому-передачі наданих послуг.

Обов’язкові кваліфікаційні вимоги до надавача послуг:

• право на здійснення підприємницької діяльності;
• наявність відповідних КВЕДів для здійснення діяльності щодо організації тренінгів, семінарів, конференцій тощо. 
• Документи, які підтверджують відповідність кваліфікаційним вимогам:
• підприємства (ТОВ, ПАТ, ПрАТ, ПП тощо) – копію Свідоцтва про державну реєстрацію юридичної особи (для зареєстрованих до 07.05.2011 року, якщо їм не було видано Виписку) або копію Виписки з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців, а також копію Витягу з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців, довідка про банківські реквізити;
• фізичної особи – підприємця (ФОП) на єдиному податку – копію Свідоцтва про державну реєстрацію (для зареєстрованих до 07.05.2011 року, якщо їм не було видано Виписку) або копію Виписки з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців, а також копію Виписки з Реєстру платників єдиного податку, довідка про банківські реквізити;
• фізичної особи – підприємця (ФОП) на загальній системі оподаткування – копію Свідоцтва про державну реєстрацію (для зареєстрованих до 07.05.2011 року, якщо їм не було видано Виписку) або копію Виписка з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців, довідка про банківські реквізити.

Особливі умови

• Учасник конкурсу погоджується на можливість ознайомлення з оригіналами документів кінцевих постачальників товарів та послуг.
• БФ «Здоров’я жінки і планування сім’ї» залишає  за собою право вимагати від учасників тендера додаткові матеріали або інформацію, що підтверджують відповідність окремих положень пропозицій вимогам технічного завдання даного тендеру.
• Учасники фактом участі у тендері:
• визнають, що несуть відповідальність за достовірність наданої інформації та усвідомлюють репутаційні ризики, пов’язані з наданням недостовірних відомостей та послуг неналежної якості;
• Безумовно погоджуються з усіма умовами тендеру і зобов’язуються виконувати їх належним чином.

Форма  та порядок оплати

Розрахунки за надані послуги проводяться в безготівковій формі згідно наступного графіку: авансовий платіж – 70%, післяоплата – 30% (згідно Акту виконаних робіт та підтверджуючих первинних документів).

Правила оформлення тендерної пропозиції

Перелік необхідних документів:

• Тендерна форма Додаток №2
• Фінансова пропозиція Додаток №1  (на прикладі 3-х заходів)
• Копія Виписки (Витяг) ЄДР
• Документально підтверждений досвід виконання аналогічних послуг – рекомендаційний лист або копія договору.

До участі в оцінці допускаються тендерні пропозиції, які:

• оформлені українською мовою;
• закріплені підписом та печаткою (за наявності);
• вчасно надіслані електронною поштою.

Критерії вибору переможців

• Професійний досвід у сфері організації та комплексного обслуговування заходів.
• Відповідність заявки потребі замовника та умовам тендерної документації.
• Наявність, обсяг та рівень власних та зовнішніх ресурсів.
• Раціональна фінансова пропозиція.
• Можливість надання послуг в стислі терміни. 

Визначення переможців відбудеться після фінансової та технічної оцінки запропонованих пропозицій згідно з критеріями, які зазначені у Тендерній пропозиції.

Переможці тендеру отримають електронні листи та/або телефонні дзвінки з відповідною інформацією.

Кінцевий термін подання заявок  – Всі пропозиції, отримані після кінцевого терміну подання заявок, а саме після 17  січня 2025 р. (23:59), розгляду не підлягають.
